SUMMARY:Science Talk! John E. Ross: Here’s to the Weather Warriors!
DESCRIPTION:Please join us on Tuesday\, November 11th\, at 7 pm for a special Veteran’s Day Science Talk at the Wayne Theatre. \nJohn E. Ross will give a talk titled Here’s to the Weather Warriors! \nAll was ready for D-day. Aboard ships steaming in the English Channel\, thousands of troops waited anxiously. In their camps by air fields\, hundreds of paratroopers sat sharpening bayonets and writing that last-minute letter home. Overhead droned hundreds of bombers and fighters bound for targets behind the beaches. At SHAEF’s advanced headquarters\, generals and admirals hashed out final details and worried about the one element of the invasion beyond their control – the weather. If the forecast was wrong\, D-day would fail. \nIke’s weatherman was James Martin Stagg. The US Army Air Force\, the Royal Navy\, and the British Met Office each prepared independent weather forecasts for D-day from data gathered by weather reconnaissance aircraft\, ships in the north Atlantic\, weathermen who fled Nazi’s invasion of Belgium but parachuted back home\, and interception of German weather reports. Stagg’s job was to meld them into one forecast and it absolutely had to be right. \nHad the forecast been wrong\, D-day would have failed. At least one year would have been required to gather men and materials to mount a second attempt. The delay would have meant that the Russians would have occupied all of Germany – no West Germany. Communists\, the strongest force in the French resistance\, would have dominated the French national assembly – no NATO. Imagine world history without West Germany and NATO. \n  \nJohn E. Ross\, the author of The Forecast for D-day and the Weatherman behind Ike’s Greatest Gamble\, interviewed many men and women who actually made the pivotal forecast as well as a German meteorologist who provided forecasts for the Luftwaffe and Wehrmacht in France. The book has been widely quoted in D-day anniversary stories by USA Today\, The New York Times\, The Washington Post\, The Weather Channel\, BBC and Associated Press-Europe.  \nAmong the reasons for writing the book\, John wanted to express gratitude to all those veterans and the Grey Berets of today\, who quietly and without recognition provide tactical and strategic weather forecasts on which successful military campaigns rely. \nJohn is no stranger to Waynesboro. He was the founding co-chair of the Center for Coldwaters Restoration which was largely responsible for generating the opportunity for the Virginia Museum of Natural History to locate a proposed branch museum in downtown Waynesboro. \n  \nIf you can’t make it in person\, you can find stream the live video on both the Wayne Theatre and VMNH Facebook pages. This is an opportunity to give input on various important issues that affect the daily lives of residents\, businesses\, and visitors to help guide Waynesboro’s future. \n\nFor more information\, please visit www.waynesborotogether.com.\n\n\n\n\n\nFrom the www.waynesborotogether.com website:\nComprehensive Plan\n\n\n\n\n\n\n\nA Comprehensive Plan is a long-range document for growth and development. It defines land use\, environmental stewardship\, development\, and community goals. As jurisdictions change\, plans are reviewed and updated to address new needs\, establish new goals\, and revise actions or language. In Virginia\, the Planning Commission reviews comprehensive plans to determine if enough change has occurred in the locality to facilitate a plan update. \n\n\n\n\n\n\nAdditionally\, the City is updating the Transportation Plan and Housing Plan. While these two latter plans will be stand-alone reports\, they will also serve as more detailed extensions of the Comprehensive Plan. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nTransportation Plan\n\n\n\n\n\n\n\nTransportation Plans provide long term goals and help guide localities through the decision-making process when prioritizing transportation projects. These plans work to identify the needs of the current infrastructure and reduce harm to all citizens. These processes overlap with the comprehensive planning tasks of public engagement\, data analysis\, visioning\, and recommendations. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nHousing Plan\n\n\n\n\n\n\n\nHousing Plans recommend housing strategies for jurisdictions. Effective Housing Plans work to improve residents’ quality of life and make housing more affordable. These processes overlap with the comprehensive planning tasks of public engagement\, data analysis\, visioning\, and recommendations. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nPlan Process\n\n\n\n\n\n\n\nCreating Waynesboro’s Comprehensive Plan follows a 5-step structure that overlaps with public and stakeholder engagement. The process is as listed below: \n\n\n\n\n\n\n\n\n\n\n\n\n\nData Gathering and Analysis & Review Past Plans\n\n\n\n\nWise policies arise from valid data and reliable analysis. Data is the core to all chapters and their subsequent policies\, goals\, objectives\, and recommendations. Analysis of data leads to better understanding the City’s issues and needs. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nIdentify Community Needs\n\n\n\n\nThe planning process solves problems\, addresses threats\, and takes advantage of opportunities. The plan update will identify and catalog community needs with valid and reliable data analysis. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nVisioning\n\n\n\n\nInformation from the previous steps helps the community identify its vision\, goals\, and objectives. These guiding statements will direct the development of specific recommendations and policies. Setting the right vision is imperative and should result from considerable information and deliberation. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nDevelop and Evaluate Recommendations\n\n\n\n\nReferring to community needs and its overall vision\, this plan will produce detailed recommendations and guiding policies to steer the City’s efforts over the coming years. The plan should be specific and tangible to bring structure and clarity to decision-makers’ difficult job of local governance. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nPlan Development and Approval\n\n\n\n\nThe previous step elements will combine to create the main Comprehensive Plan\, Transportation Plan\, and Housing Plan.
